Local SEO Pricing for Freelancers: Packages, Retainers, and What to Charge in 2026
How SEO freelancers price local SEO for home service and trades clients — audit tiers, monthly retainers, deliverables, and positioning against agencies.

Most SEO freelancers undercharge because they price hours instead of outcomes. A plumber in Phoenix does not buy eight hours of SEO. They buy more calls from Google. Your pricing should reflect that — and still leave room for a sustainable freelance business with 6–10 clients, not 25 clients at burnout rates.
This guide is for solo SEO consultants selling to local service businesses: HVAC, plumbing, roofing, pest control, and adjacent trades. It covers package structure, retainer math, what to include at each tier, and how to avoid the race to the bottom on marketplaces. The three pricing models
1. Project-based (audit + setup)
Best for new clients, one-time fixes, or businesses testing you before a retainer. Quick audit ($500–$1,000): technical and on-page review, top 10 fixes, 30-minute call. Full local SEO setup ($2,000–$5,000): GSC and GMB alignment, citation cleanup, core service pages, schema, 90-day roadmap. Site migration SEO ($3,000–$8,000): redirect map, URL structure, local landing pages, post-launch monitoring.
Rule of thumb: never charge less than $75/hour effective on project work. A $500 audit that takes 12 hours is a $42/hour job — you will burn out and resent the client before month three.
2. Monthly retainer (ongoing)
- Maintenance tier ($500–$800/mo): 1–2 service areas, low competition, existing decent site.
- Growth tier ($1,000–$2,000/mo): 3–5 cities, content plus internal linking, monthly reporting.
- Aggressive tier ($2,500–$5,000/mo): multi-location, competitive metros, full content program.
Include monthly: 1–2 new or updated pages, citation monitoring, GMB post support, review strategy guidance, rank tracking, one strategy call. Be explicit in the proposal — scope creep kills retainers faster than churn.
3. Hybrid performance (use sparingly)
Some freelancers add a small bonus for leads tracked in CallRail. You do not control Google's algorithm — never guarantee rankings. Better hybrid: base retainer plus bonus for qualified calls if the client has clean attribution. Requires trust and a CRM that does not lie about lead source.
Pricing by vertical
Home services (HVAC, plumbing, electrical): higher willingness to pay — one new customer can be $500–$5,000 in revenue. Retainers $1,200–$2,500/mo are normal in competitive markets. They care about calls and form fills, not keyword count on a spreadsheet.
Less competitive niches (pressure washing, junk removal): smaller budgets — $600–$1,200/mo retainers — but faster wins with less content. Multi-location operators: price per location or per market cluster ($400–$800/location/mo on top of base). Use city-level data to show which metros deserve dedicated landing pages first — that positions you as strategic, not a commodity.

SEO plus CRO Lite: $2,200/mo retainer only. Ongoing content, internal linking, snippet optimization, quarterly landing page CRO on headlines and CTAs. Ideal for client who already had an audit elsewhere and needs execution.
What NOT to include
- Unlimited content revisions — cap at two rounds per deliverable.
- Guaranteed number-one rankings — illegal-adjacent and sets you up to fail.
- Managing Google Ads — different skill; refer or charge 15–20% of spend separately.
- 24/7 Slack access — email with 48-hour response time is enough.
- Free redesigns when they change logos — that's a new SOW.
Contract boundaries
Put response time, meeting cap (two 30-minute calls per month), and revision rounds in the SOW. Trades owners respect clarity. Vague 'we'll handle SEO' contracts lead to Sunday night texts about blog typos.
Objection handling
'My nephew does SEO for $200/mo' — respond: great for basics. Here's what we add: geo page strategy, citation audit, and monthly reporting tied to calls. 'We tried SEO before' — audit what was done; often it's missing local landing pages or GMB neglect, not that SEO doesn't work. 'Can you guarantee leads?' — guarantee deliverables and transparency; leads depend on offer, reviews, and sales follow-up.
Freelancer math: sustainability
Target $8,000–$12,000/mo gross as solo before tax. Six clients at $1,500/mo = $9,000 MRR. Or four retainers at $1,800 plus two projects per quarter at $3,000 each. If every client needs 15 hours/month, six clients is 90 hours — doable with templates and a VA for citations. Productize audits and reporting so you're not rebuilding decks from scratch.

Agencies charge $2,500–$5,000/mo with account managers who never visit the client's market. Your pitch: I live in this metro, I know which zip codes matter, and you talk to me directly — not a junior strategist. Freelancers win on relationship and local specificity, not on tool stack.

- Pick one vertical (e.g. roofers) and one metro to specialize.
- Build a one-page rate card with three tiers as a PDF.
- Create a sample audit (redacted) for cold outreach.
- Source 50 prospects with verifiable gaps — thin pages, stale GMB.
