Cold Outreach to Local Businesses: Agency Playbook
Cold email, direct mail, and phone scripts for agencies selling websites, SEO, and GMB to boring-business owners who've never heard from you.

Cold outreach to local business owners is different from B2B SaaS. They don't read LinkedIn. They don't have a 'growth team.' They answer the phone between jobs. Your outreach must be short, specific, and prove you looked at their business.
Freelancers and small agencies selling websites, SEO, and GMB to HVAC, plumbing, and roofing operators win on relevance, not volume. A handwritten note with one GMB screenshot beats 500 Mailchimp blasts to info@ addresses. This playbook covers channels, scripts, sequences, and compliance for the US market.
Channel effectiveness for trades owners
- Personalized letter to business address, 3–5% response rate.
- Phone call referencing their GMB listing, 8–12% conversation rate if timed right.
- Email to owner-identified address, 1–2% (supplement, not primary).
- Never: bulk cold email to info@ addresses (spam folder + reputation damage).
Best times to call trades owners
- HVAC and plumbing: 7 to 8am before first job, 4 to 5pm between runs.
- Roofing: avoid mid-day on hot days; early morning or late afternoon.
- Avoid Monday morning chaos and Friday after 3pm.
- Tuesday to Thursday consistently outperform Monday and Friday.
The 14-day multi-touch sequence
- Day 1: personalized letter with GMB screenshot and your phone number.
- Day 3: call attempt 1, leave 20-second voicemail with one specific observation.
- Day 5: email with audit PDF attached if owner email is on file.
- Day 8: call attempt 2, reference the letter they may have received.
- Day 12: final email, closing the loop, offer to send competitor comparison.
- Day 14: mark lost or nurture quarterly if no response.
One touch is not outreach. Trades owners are busy, not rude. Most deals come on touch 3 to 5 when the observation was specific enough to trust you.
The 3-sentence cold call script
'Hi [Name], I'm [You], I help [trade] companies in [city] get more calls from Google. I noticed [specific thing: no website / stale GMB / competitor ranking above you]. Do you have 10 minutes this week to see what I'd change?' That's it. No pitch deck on the first call.
Direct mail template that gets callbacks
One page, large font. Header: Quick note about [Business Name] on Google. Body: three bullets, what you saw, what competitor does better, one outcome you deliver. Footer: your name, phone, and offer of a free 10-minute listing review. Include a printed screenshot of their map pack position. Hand-sign if possible.
Cold email rules for trades
- Under 120 words. One subject line with business name.
- Attach audit, do not link to long landing pages.
- Send from a real domain with your name, not noreply@.
- One follow-up only after 4 business days.
- Never buy scraped lists or personal cell emails.
Build your call list by city
Phone numbers + neglect scores for HVAC operators, prioritize who to call first.
Objection handling on first contact
- We get all our work from referrals, Great, this helps you when referrals slow in off-season.
- We tried SEO before, I would focus on your listing first, not a 12-month contract.
- No budget, Is one extra job per month worth a 15-minute look?
- Send info, I will send a one-page audit tonight. Can we review Thursday at 10am?
Tracking outreach so you improve close rate
Log channel, touch number, and outcome per prospect. After 100 contacts, you will know whether mail or call wins in your metro. Solo freelancers need 30 active prospects minimum so rejection does not feel personal.
Compliance
Use publicly available business contact data only. Honor do-not-call requests. CAN-SPAM applies to email. TCPA applies to SMS. Don't buy scraped personal cell numbers.
Prioritize by neglect score
Call high neglect score operators first, they have the gap your audit describes and often have budget from years of profitable work.
Roofing storm windows
After hail or wind events, roofing outreach response rates double. Build a saved list before season and activate within 72 hours of weather events.
Voicemail scripts under 25 seconds
Hi [Name], [You] here, I help [trade] companies in [city] with Google visibility. I noticed [specific gap] on your listing. Happy to send a one-page review, no pitch on the first call. My number is [number]. Say it once, clearly, and hang up.
CRM fields every outreach rep should log
- Neglect score and primary gap observed.
- Channel and touch number for each attempt.
- Owner vs office manager vs voicemail.
- Next action date, never leave a lead without one.
- Loss reason if disqualified.
Solo freelancer daily dial discipline
Twenty dials per day beats one hundred dials once a month. Block 8 to 9am for calls before delivery work. Prep the night before so morning is execution only. One booked discovery call per day is 20 per month, enough to close four to six clients quarterly at healthy rates.
When to switch channels
If three calls go to voicemail with no callback, send the audit by mail. If mail gets no response in 14 days, try email once. If still silent, nurture quarterly with seasonal tip, do not spam weekly.
Plumbing and HVAC mail merge variables
Personalize with business name, neglect signal, competitor name, and one local landmark zip owners recognize. Generic mail gets tossed with coupon flyers. Four variables is enough, do not delay sends chasing perfect data.
Building a reusable audit library
- Save screenshot templates per trade in Figma or Canva.
- Store 5 competitor comparison examples per metro.
- Keep one winning proposal PDF as skeleton.
- Update quarterly when Google UI changes.
Roofing and gutter cold call timing
Roofing owners are on roofs mid-day, call early or after 4pm. Reference specific missing GMB photos or storm damage keywords. Gutter companies respond well to mail showing competitor review count advantage. Combine channels: mail Monday, call Wednesday, email Friday with same audit attachment.
HVAC and plumbing owners respect persistence paired with specificity. A second call that mentions the exact competitor outranking them converts better than a generic follow-up. Log every touch so your third attempt references the letter sent on day 1 and the audit emailed on day 5.
